Xinhua News Agency Moscow, February 1 (reporter Hu Xiaoguang)Russian President Vladimir Putin said Thursday that the US and NATO’s response to Russia’s security guarantee proposal ignored Russia’s principled concerns.Russian media reported that Putin held a press conference after meeting with Hungarian Prime Minister Viktor Orban in Moscow on the same day, saying that Russia is carefully analyzing the written answers of the United States and NATO to Russia’s security guarantee proposal.”It is now clear that Russia’s principled concerns have been ignored.”Mr Putin said three key Russian demands – a halt to NATO expansion, the abandonment of the deployment of strike weapons near Russia’s borders and the restoration of NATO’s military infrastructure in Europe to the state it was in when the basic relations document was signed in 1997 – had not been taken into account in the written reply.Mr. Putin said the United States was using Ukraine as a tool to contain Russia, and instead of caring about Ukraine’s security, it wanted to draw Russia into armed conflict.Russia wants to avoid an escalation of the situation, and to do so must guarantee the security of all parties, including Russia.He also wants security talks to continue.The deterioration of Russia-Ukraine relations has accelerated recently, with both sides deploying a large number of military personnel and equipment along their border.The United States, Ukraine and NATO claim that Russia has massed heavy forces on the border with Ukraine and may be preparing for an “invasion” of Ukraine.Russia denies the claim.In December 2021, the Russian Foreign Ministry issued a statement on dialogue on security guarantees with the United States and other Western countries, requesting the United States and NATO to provide legal guarantees to exclude the possibility of further eastward expansion of NATO.In the same month, Russia submitted two draft security guarantee agreements to the United States and NATO, and demanded a clear response from both sides.From January 10 to 13 this year, Russia held dialogues with the US and NATO respectively on the above-mentioned security guarantee proposals, but no substantive results were achieved.On January 26, the United States and NATO formally submitted their written responses to the Russian side on security assurances.(after)
